Measure throughput relative to team size with merged PRs per FTE

It’s one thing to know how many pull requests your team merges in a given period. But without accounting for team size, it’s hard to tell whether throughput is actually improving or whether you just have more people.

Merged PRs per FTE is a new metric in code metrics that normalizes your team’s merged pull request count by engineering capacity. This makes it easier to compare throughput across teams of different sizes and track whether process changes are driving real improvements in output per engineer.

The metric uses the same FTE normalization as related issue metrics, so the numbers are consistent across Swarmia.
